Not sure if this is the right spot to put this but i dont know where to put it so sorry if its misplaced. ok so my charecter mike Elensar is a half wood elf (mother) and half human(father) he wields a crimson red long sword later to be named the crimson dragonbane. he wields a shield used by his father. with a dragon slayer's crest. im wondering what his stats would be. he is rather clumsy, But he is well built and fast. he is quite brave when it is needed
so ya im wondering what you think his stats would be

yes this is as good a place as any for this.

Well for the main "In character forums" we don't really have a rule set, its open role play. ((Each of the games in the Online Games forum use rulesets, most of which are D&D 3.5 ed right now))
However, for the sake of the question it would matter on what rule set you went by. I myself use D&D rules to make the frame work for many of my character then add in special abilities from from there.
Aaaanyways...

If you were going by D&D 3rd ed. or 3.5 ed. then you have Strength, Dexterity, constitution, intelegence, wisdom, and charisma
For a basic idea on the values I am about to give
10-11 =average, 12-13 = above average, 14-15 = good, 16-17 very good, 18-19 exeptional. (profecional body builder for str, gymnist for dex, a prodegy for Int)

STR 14
DEX 8
CON 16
cant really say with INT, WIS, and CHA
really all of this is hard for me to say with an absolute because most rule sets are going to be restricting. The best I can say is use your common sence.

Like I said its hard to say. It also matters on what system you use as that determines your score range. I have seen some were 1 is average and 5 is super human. I should also point out that D&D doesn't facter in speed by stats, it would be as attacks per round or movement speed..so yeah its times like that that its best to come up with basic ideas and explain them best you can to get a point across.
